We use subheads that are numbered, and subsequent lines are indented to the position after the number. The number IDs have their own tag. Currently we have the indents set to be the same,
padding-left: 18pt
text-indent: -18pt

See the attached image for the indent I'm looking for.

Perhaps by using flexbox?

Table layout also works, and the rules for anonymous table objects mean you don't need an extra element around the heading text.

Actually, that's true of flexbox too... Well, there might be portability advantage to using old-fashioned table layout.
