Given:

• multicolumn-layout
  
• between two elements with "column-span: all" is an element, which is removed from normal flow with the flow rule and put in a page region

Bug:
the second "column-span: all" element (in the example the headline) should be placed at the top of the page. Instead of this the margin-top value of the headline seems to work.
As soon as the flowed element (div.footer) is removed from the markup the headline is correct at the top of the page.
