Cross-reference links broken in v10r3 and v10r4, Windows GUI

In v10r3 and r4, Windows GUI on Windows 7: cross-references don't seem to be resolving. In my case, this is with a table of contents, where instead of hyperlinked page references I get this, not hyperlinked:

Acknowledgements 0
Chapter 1 0
Chapter 2 0


These work perfectly in v9.

I think this is due to a change in the way we process file paths affecting multiple document conversion. I'm not sure if there is an easy workaround for this without using absolute file paths everywhere, eg. C:\...\input.html.

We plan to change Prince to normalise file names to avoid this problem in future.
