I would like to know if it is possible to mix HTML and PDF as input. For example page 1 to 10 would be generated from HTML, page 11 would be the copy of a PDF file and pages 12 to the end would be generated from HTML again.

No, not in Prince. You would need to generate page 1 to 10 as a PDF file, then use a separate PDF tool to concatenate it with another PDF file.
We don't have any particular recommendation, but googling for "pdf append" or "pdf merge" produces a lot of results.
