I try to put a header on each page of my PDF.
It's work for the footer :

I have a header on the first page not on the second

Why?

This is not valid, as there is no "end" keyword:

.header { 
	flow: static(header, end);
}

OK
If I write that :

.header { 
	flow: static(header, start);
	font-family: arial;
}

I just have the first line of my header :

	EDF DIVISION PRODUCTION INGENIERIE HYDRAULIQUE

Perhaps the @page margin-top is too small to show the full header, try making the top margin bigger.
