footnotes displayed when a page is broken on a table display differently than when the page isn't broken on a table

Right, in fact elements will always inherit some properties from their parent element; in this case it is the text-align property that the footnote is inheriting from the parent table cell, but other properties such as the font and color properties are also inherited. (Admittedly, inheriting font and color does seem more intuitive in this case than inheriting centered text alignment!)
The easy workaround for this issue is to simply add "text-align: left" for the footnote element to override any inherited value.
