Could you tell me where the html/css is wrong?
It is viewing correctly on the browser, but the layout is mess up in PDF.

It looks okay to me, but the table is wide and the paper is narrow, so you get some linebreaks in some of the table cells. Is this the problem? Perhaps you could reduce the page margins, or decrease the font size?
I used the same table and this one looks correct.

I don't know what to look at. What problem are you trying to fix?
The title is not correctly aligned.
If you look at the html and the pdf in the attachment, you will know what I am talking about.
If you make the browser window narrow, so that "Purchase Information" breaks across two lines, does it reproduce the unwanted layout?
