No, not at present. You could float something to the top and then within that float something to the outside, but you cannot place an image in the corner of the current page and have text flow around it.

Is this something that CSS3 is considering as a requirement?

Yes, there are proposals under consideration to extend the float property and introduce new layout concepts.
